In 2019, the Government of the State of Pará began structuring the Amazônia Agora State Plan (PEAA), which has long-term environmental funding as one of its components.
Efforts to structure the initiative were carried out through the State Secretariat for the Environment and Sustainability (SEMAS/PA) and were developed based on three lines of action, all provided for in Decree 346/19, at subnational level, which are interconnected: Governance, Management, and Fund Raising.
Governance consists of the entire architecture designed for the fund, in which Government, Civil Society, and the business sector are connected. Each of them has well-designed and well-defined roles within the Management Committee, the main deliberative body on EAF matters.
In order to make the Management viable, a Public Call for Proposals was carried out in 2021 to select the entity that would manage the mechanism. This gave legitimacy to the partnership and provided legal certainty in the partnership carried out. Finally, Fundraising was focused on the development of communication and fundraising actions, with the objective of accessing potential donors.
EAF began operating in 2022. With structured governance and rules established in the Project Operational Manual (POM), approved by its Management Committee, and in addition to incorporating a gender integration policy and security policies, the mechanism has socioenvironmental safeguards that provide guidelines for all structuring and operationalization efforts, certified by an operational and financial manager.
They are: Assessment and Management of Environmental and Social Risks and Impacts; Labor and Working Conditions; Efficient use of resources and pollution prevention; Community Health and Safety; Land acquisition and involuntary resettlement; Biodiversity Conservation and sustainable management of living natural resources; Indigenous people; and Cultural Heritage.
